If not, get it court ordered and stop paying until he does! With that being said, he also needs to file for visitation and explain to a judge that he's already taken the child to his home and spent time with her and they only reason why he can't now is basically because of you. He WILL be granted visitation and she absolutely cannot decide he he brings his child around once it is court ordered.
